Not quite.  The Chinese make a line of small
combination lathe-milling machines in various
sizes, qualities and prices from $700 to over
$3000.  I doubt they will hold tolerances to
0.0001", but that isn't important in this
case.  Harbor Freight on 35th Ave and Bethany
Home Rd in Phoenix, and a mail-order outfit
named Smithy, that advertises in the back of
Popular Science, carry them.

Regardless, John Browning would be serving
life in federal prison if he tried to invent
today what he built 100 years ago.
